With assistance from Seattle Jobs Initiative and a steering committee comprised of community colleges and community based organizations, SkillUp Washington has conducted a feasibility and research study to determine how an Attainment Fund (also known as an Emergency Fund) would be used by working adults enrolled in an on-ramp, bridge program, or community college program. The purpose of setting up an Attainment Fund is to ensure that a student is able to complete a course of study with as little distraction as possible. Access to funds will increase the likelihood that a student can and will finish his/her certificate training. The first phase of the Attainment Fund is now underway for students enrolled in our College for Working Adults programs.
The funds are to be used for emergencies related to child care, housing, transportation, or other costs that are suddenly incurred by some unforeseen circumstances. Students who are eligible for attainment funds will receive them in a timely and efficient manner. However, depending on the speed in which funds could be dispersed, funds could not supplant subsidies such as bus passes, utility assistance, or food stamps that currently exist.
Attainment Funds should be:
- Flexible
- Timely
- Linked to case management
- Integrated into existing system
- Provided through a single point of contact between student and fund
- Consistent services and support for the student
